No, they are not. When the Twins won their two World Championships in 1987 and 1991, nobody even as much as considered them to be a Dynasty.
Or, how about the Blue Jays the following two years(1992 and 1993), when they won the World Series on those years.
The Last Great Dynasty Baseball had was when the Yankees won 4 World Series Championships in a 5 year period. After that, we had not had any repeat World Series Champion.
